When Intune can't encrypt a Windows device, the evidence is spread across three places: sentences in the encryption report, numeric status values in the BitLocker CSP and messages in the BitLocker-API log. This quick reference maps all of them, including every documented status bit, the key rotation status values, CSP errors and the messages that stop silent encryption, to the usual cause and the first check.

How to read these codes#
In the Microsoft Intune admin center, go to Devices › Manage devices › Configuration, open the Monitor tab and select Device encryption status. The report shows the TPM version, Encryption readiness and Encryption status for each device; select a device to see Status details. Keep three facts in mind:
- Encryption status only covers the OS drive. Fixed data drives show up in the status details instead.
- Status details are the decoded bits of the BitLocker CSP node
Status/DeviceEncryptionStatus, shown for Windows 10 (April 2019 Update or later) and Windows 11. One device can report several. - Reporting lags: Microsoft allows up to 24 hours for a status change to reach the report.
The CSP itself returns a single number. 0 means compliant; anything else is a bitmask, so a value of 4352 is bit 12 (4096) plus bit 8 (256). This decodes any value:
$value = 4352
0..17 | Where-Object { $value -band (1 -shl $_) } |
ForEach-Object { "Bit $_ (value $(1 -shl $_))" }On the device, policy delivery errors land in DeviceManagement-Enterprise-Diagnostics-Provider › Admin (look for ./Device/Vendor/MSFT/BitLocker/... paths), prerequisite errors in Applications and Services Logs › Microsoft › Windows › BitLocker-API › Management, and TPM hardware errors in the System log from the TPMProvisioningService or TPM-WMI sources. Microsoft's client-side BitLocker troubleshooting guide walks through each log.
Encryption readiness values#
| Code | Meaning | Usual cause | First check |
|---|---|---|---|
| Not ready | The device doesn't have full encryption capabilities, but might still support encryption | No activated TPM, or a Windows edition and version below the Ready bar (Windows 11; Windows 10 1709 or later for Business, Enterprise and Education; 1809 or later for Pro) | Get-Tpm; TPM enabled in firmware |
| Not applicable | Intune doesn't have enough information to classify the device | Incomplete inventory from the device | Sync the device and check again after the reporting delay |
Status details: DeviceEncryptionStatus bits#
The Code column shows the bit and, in brackets, the value it adds to the CSP number. The Meaning column paraphrases the status detail text Intune displays.
| Code | Meaning | Usual cause | First check |
|---|---|---|---|
| Bit 0 (1) | Policy requires user consent to start the BitLocker Drive Encryption Wizard, and the user didn't consent | Policy isn't silent: the warning for other disk encryption is still allowed | Silent settings: AllowWarningForOtherDiskEncryption = 0 |
| Bit 1 (2) | The OS volume's encryption method doesn't match the policy | Drive encrypted before the policy arrived; settings only apply when encryption starts | manage-bde -status C: (Encryption Method); plan a re-encryption or align the policy |
| Bit 2 (4) | The OS volume is unprotected | Encryption suspended or never completed | manage-bde -status C:; Resume-BitLocker -MountPoint C: if suspended |
| Bit 3 (8) | Policy requires a TPM-only protector, but TPM protection isn't used | Different protector configured on the drive | manage-bde -protectors -get C: |
| Bit 4 (16) | Policy requires TPM+PIN, but a TPM+PIN protector isn't used | No PIN set, or startup settings changed after encryption | manage-bde -protectors -get C: |
| Bit 5 (32) | Policy requires TPM+startup key, but that protector isn't used | Startup key never added | Protectors on the OS drive |
| Bit 6 (64) | Policy requires TPM+PIN+startup key, but that protector isn't used | PIN or key missing | Protectors on the OS drive |
| Bit 7 (128) | Policy requires a TPM protector, but a TPM isn't used | Drive protected without the TPM | manage-bde -protectors -get C:; Get-Tpm |
| Bit 8 (256) | Recovery key backup failed | Escrow to Microsoft Entra ID didn't complete | Events 845 and 846; key escrow guide |
| Bit 9 (512) | A fixed drive is unprotected | Data drive encryption suspended or incomplete | manage-bde -status for every drive |
| Bit 10 (1024) | A fixed drive's encryption method doesn't match the policy | Data drive encrypted earlier with another method | manage-bde -status D: |
| Bit 11 (2048) | Encryption needs an administrator, or AllowStandardUserEncryption = 1 on Microsoft Entra joined devices | Standard users and the setting isn't configured | Set AllowStandardUserEncryption to 1; it only works with AllowWarningForOtherDiskEncryption = 0 |
| Bit 12 (4096) | Windows Recovery Environment (WinRE) isn't configured | WinRE disabled or the recovery partition is missing | reagentc /info, then reagentc /enable |
| Bit 13 (8192) | A TPM isn't available: not present, made unavailable in the registry, or the OS is on a removable drive | TPM disabled in firmware | tpm.msc or Get-Tpm; firmware settings |
| Bit 14 (16384) | The TPM isn't ready for BitLocker | TPM present but not initialized | Get-Tpm (TpmReady); Initialize-Tpm |
| Bit 15 (32768) | The network isn't available, which recovery key backup requires | No connection when the backup ran | Connectivity, then sync and recheck bit 8 |
| Bit 16 (65536) | The OS volume's encryption type (full disk or used space only) doesn't match the policy | Drive encrypted earlier with the other type; changing the type doesn't affect an encrypted drive | Conversion Status in manage-bde -status C: |
| Bit 17 (131072) | A fixed drive's encryption type doesn't match the policy | Same as bit 16, for data drives | Conversion Status for the data drive |
Note: Microsoft's BitLocker CSP reference states that managing BitLocker through the CSP, beyond turning it on or off with RequireDeviceEncryption, needs a Windows Enterprise E3 or E5 (or A3 or A5) license assigned to users. The sentences above also appear in the profile and compliance quick reference.
Key rotation status: RotateRecoveryPasswordsStatus#
A recovery password rotation requested through the CSP reports its progress here. It needs Windows 10, version 1909 or later, a Microsoft Entra joined or hybrid joined device, and the recovery options that require backup before encryption. Intune's key rotation device action depends on the same prerequisites.
| Code | Meaning | Usual cause | First check |
|---|---|---|---|
0 | Pass | Rotation completed | A new key ID on the device's Recovery keys page |
1 | Pending | Request accepted, not finished | Device online; sync and wait |
2 | NotStarted | Rotation hasn't begun | Join type, enrollment type and the "required" backup settings |
| Other value | Failure, returned as an error code | Backup of the new password failed, or the device isn't supported | certutil -error on the value; BitLocker-API events |
Policy and task errors#
| Code | Meaning | Usual cause | First check |
|---|---|---|---|
Status 500 on EncryptionMethodByDriveType | The setting failed | The encryption method was set for only some drive types; the CSP needs OS, fixed and removable values together | Set all three (3 = AES-CBC 128, 4 = AES-CBC 256, 6 = XTS-AES 128, 7 = XTS-AES 256) |
0x41303 | The BitLocker MDM policy Refresh task has never run (0x0 means it ran successfully) | Policy arrived but nothing triggered encryption; the BitLocker-API log is empty | Enable the TaskScheduler Operational log, run the task under Microsoft › Windows › BitLocker, check Last Run Result |
To see which settings the device actually received, compare HKLM\SOFTWARE\Microsoft\PolicyManager\current\device\BitLocker with HKLM\SOFTWARE\Policies\Microsoft\FVE, or use the MDM diagnostic report as described in finding Intune policy conflicts.
BitLocker-API messages that stop silent encryption#
| Code | Meaning | Usual cause | First check |
|---|---|---|---|
Event 853 | "Error: A compatible Trusted Platform Module (TPM) Security Device cannot be found on this computer." Microsoft also shows it after "Failed to enable Silent Encryption. TPM is not available." | No TPM, or it's disabled in firmware | tpm.msc should show Ready (TPM 2.0) or Initialized (TPM 1.2) |
Event 853 | "BitLocker Drive Encryption detected bootable media (CD or DVD) in the computer." | Bootable media left attached during provisioning | Remove the media, restart, check again |
Event 854 | "Failed to enable Silent Encryption. WinRe is not configured." with "This PC cannot support device encryption because WinRE is not properly configured." | WinRE disabled, or the recovery partition is missing | reagentc /info; if enabling fails, bcdedit /enum all should show a recoverysequence GUID |
Event 851 | "BitLocker Drive Encryption cannot be enabled on the operating system drive. Contact the computer manufacturer for BIOS upgrade instructions." | Legacy BIOS mode; silent encryption needs UEFI | msinfo32 BIOS Mode; legacy-only devices can't use Intune-managed BitLocker |
| Conflicting recovery options | "...conflicting Group Policy settings for recovery options on operating system drives. Storing recovery information to Active Directory Domain Services cannot be required when the generation of recovery passwords is not permitted." | Recovery passwords disallowed while backup is required | Review every BitLocker profile, baseline and GPO for contradictions |
| Conflicting startup key | "...conflicting Group Policy settings. When write access to drives not protected by BitLocker is denied, the use of a USB startup key cannot be required." | Startup PIN or key options left allowed or required in a silent policy | Set the compatible TPM startup PIN and key options to blocked |
| DMA | "Un-Allowed DMA capable bus/device (s) detected" | Windows found a DMA-capable bus it doesn't trust | Confirm with the OEM that the device has no external DMA ports before allowing an internal bus |
Events 796, 845 | Normal operation; 845 records a successful recovery information backup | Healthy device | None |
Two related messages already have their own guides: escrow failures (events 846 and 778, including 0x80072f9a) in the key escrow guide, and the Secure Boot "UEFI variable 'SecureBoot' could not be read" error in BitLocker silent encryption not starting. Security baselines can also switch on a startup PIN or key, which blocks silent encryption; see security baseline conflicts.
How to verify a fix#
- Sync from Settings › Accounts › Access work or school, select the account, then Info › Sync.
- Check the device in an elevated PowerShell window:
Good looks like Protection On, a TPM protector plus a Numerical Password protector, TpmReady True, Windows RE status Enabled and a recentPowerShell
manage-bde -status C: manage-bde -protectors -get C: Get-Tpm | Select-Object TpmPresent, TpmReady reagentc /info Get-WinEvent -LogName 'Microsoft-Windows-BitLocker/BitLocker Management' -MaxEvents 30 | Where-Object Id -in 845, 846, 851, 853, 854 | Format-List TimeCreated, Id, Message845with no new errors. When Secure Boot is in use, the TPM protector's PCR Validation Profile includes 7. - In Intune, the device should show Encryption status Encrypted with empty status details, and the key should appear on its Recovery keys page. Allow up to 24 hours for the report.
- A compliance policy that requires BitLocker is measured at boot, so restart before judging compliance.
